The Executive Committee creates and follows administrative policies and procedures for the conduct of the Council’s business; appoints or removes Council committee chairs and staff; and promulgates rules to govern the conduct of Council business.
The President represents the interests of the LFNC to the City; serves as the official spokesperson of the LFNC; and presides over all Governing Board and Executive Committee meetings. The President presides over all Governing Board and Executive Committee meetings and works with other Council Members to authorize, process and expedite any lawfully decided allocation of funding. The President will delegate these duties and/or representations as warranted.
The Vice President of Administration chairs the Rules and Administration Committee; coordinates the operational and logistical needs of the Governing Board and Council; and ensures the Council and its proceedings adhere to the bylaws, standing rules, policies and procedures. The Vice President shall submit status updates and any recommended action by presenting a quarterly report to the Executive Committee. In the absence of the President, the VP of Administration shall serve as the Presiding Officer.
The Vice President of Communications is solely responsible for the distribution of formal Council correspondence and the maintenance of the stakeholder contact database; receives and directs incoming communications among the Council; and informs the public of Council activities and official Council information on the Council’s main website, LosFelizNC.org, and via monthly publication of the LFNC e-newsletter.
The Secretary maintains an archive of true and accurate records (i.e., meeting minutes) is kept of all proceedings, correspondence and documents; assists in the preparation and dissemination of Governing Board meeting agendas; catalogs formal positions, resolutions and other Council documents; maintains a current roster of Board Members and Committee Members; and replies to formal requests for Council materials in accordance with State and Municipal Law.
The Treasurer chairs the Budget & Finance Committee and manages all Council funds. The Treasurer shall undergo all requisite financial training and certification as required by the City and shall comply with Article IX in the Council bylaws regarding Financial Accountability.
